Before that, she worked in the British Embassy in Beijing, specialising in Japan-China relations, Central Asia and energy security.<\/p>\n\n\n\n<p><em><strong>Climate Home:<\/strong><\/em> <strong><em>How might Trump\u2019s abandonment of US and international climate action and efforts to use <a href=\"https:\/\/www.reuters.com\/markets\/asia\/asian-countries-cross-hairs-trump-tariffs-2025-03-06\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">trade as a bargaining chip<\/a> affect China\u2019s climate policy?\u202f<\/em><\/strong><\/p>\n\n\n\n<p>Nadin: It won\u2019t change too much. China will do what China\u2019s doing. The climate community is calling on China to step up now and be this global leader &#8211; but its climate trajectory will always depend on how economically and domestically advantageous that is to China.<\/p>\n\n\n\n<p>Donald Trump has pitched himself as \u201cthe tariffs guy\u201d and you might think he would want to crush China\u2019s dominant renewables sector. But Biden also <a href=\"https:\/\/www.climatechangenews.com\/2024\/05\/15\/days-after-climate-talks-us-slaps-tariffs-on-chinese-evs-and-solar-panels\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">put tariffs<\/a> on the Chinese solar industry &#8211; so, in reality, that\u2019s not such a shift.<\/p>\n\n\n\n<p>Similarly, the Biden administration <a href=\"https:\/\/www.climatechangenews.com\/2024\/12\/05\/biden-uses-only-africa-visit-to-promote-game-changer-railway-for-copper-and-cobalt\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">promoted<\/a> mining of minerals needed for the energy transition in places <a href=\"https:\/\/www.climatechangenews.com\/2025\/02\/18\/ending-poverty-and-gangs-how-zambia-seeks-to-cash-in-on-the-global-drive-for-evs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">like Zambia<\/a>. Even if Trump doesn\u2019t give a damn about the energy transition, a lot of these minerals are useful for the military or information technology, so this policy won\u2019t change too much.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><a href=\"https:\/\/www.climatechangenews.com\/2025\/03\/24\/electricity-demand-surges-expanding-both-renewables-and-fossil-fuels-in-2024\/\"><strong>Electricity demand surges, expanding renewables and fossil fuels in 2024<\/strong><\/a><\/p>\n<\/blockquote>\n\n\n\n<p>China set out very clearly in its <a href=\"https:\/\/english.www.gov.cn\/w\/14thfiveyearplan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">14th five-year plan<\/a> that it wants to dominate renewable energy. In 2023, it accounted for 65% of global wind capacity, and it also dominates the production and building of ships that are needed to transport offshore wind [equipment]. And it dominates the supply chain of a lot of those minerals that are needed for renewable tech.<\/p><div class=\"clima-in-post-2\" style=\"margin-left: auto;margin-right: auto;text-align: center;\" id=\"clima-3665607660\"><div style=\"text-align:center; margin: 20px 0;\">\r\n  <div style=\"display: flex; align-items: center; justify-content: center; margin-bottom: 8px;\">\r\n    <hr style=\"flex: 1; max-width: 80px; border: none; border-top: 1px solid #ccc; margin: 0 10px;\">\r\n    <span style=\"font-family: Open Sans, sans-serif; font-size: 12px; color: #BFBFBF; text-transform: uppercase; letter-spacing: 1px;\">Advertisement<\/span>\r\n    <hr style=\"flex: 1; max-width: 80px; border: none; border-top: 1px solid #ccc; margin: 0 10px;\">\r\n  <\/div>\r\n\r\n  <div id=\"chn-in-post-2\"><\/div>\r\n<\/div>\r\n<script defer src=\"https:\/\/ead.newint.org\/show.php?zones=chn-in-post-2\"><\/script>\r\n<\/div>\n\n\n\n<p>It\u2019s just announced a big investment, for example, <a href=\"https:\/\/www.evwind.es\/2024\/11\/30\/kazakhstan-and-china-partner-for-sany-wind-turbine-plant\/102989\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">in Kazakhstan in wind<\/a>. So it is going to carry on doing that because, actually, I think the US market for China is relatively small. (Photo: Li Juanhui \/ Huafeng Innovation \/ Greenpeace)<\/figcaption><\/figure>\n\n\n\n<p>Then this month, in what some are interpreting as a step to take on the mantle of global climate leadership, Chinese Premier Li Qiang noted that China would \u201cactively engage in, and steer global environmental and climate governance\u201d.<\/p>\n\n\n\n<p>This is a welcome sign, but don\u2019t expect any shift in terms of finance beyond what was agreed at COP29, where China agreed to a formula for the new finance goal for climate-vulnerable countries that would allow its contributions to be counted on a voluntary basis. China will continue to remind the world that it is willing, though not obliged, to help developing countries enhance their adaptability through South-South cooperation.<\/p>\n\n\n\n<p><strong><em>Q: How would you interpret the latest government announcements on China\u2019s energy and economic policies &#8211; do they show that Beijing is serious about keeping up momentum towards its climate goals?\u202f<\/em><\/strong><\/p>\n\n\n\n<p>A: In December 2024, the state-owned oil refiner Sinopec announced that <a href=\"https:\/\/www.reuters.com\/world\/china\/sinopec-forecasts-chinas-petroleum-consumption-peak-by-2027-2024-12-19\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">China\u2019s oil consumption would peak in 2027<\/a>. That\u2019s quite a big statement! This is as demand for new energy vehicles, which don\u2019t need oil, is soaring in China. On the other hand, they predict that demand for oil for jet and ship fuel will increase.<\/p>\n\n\n\n<p>The other thing that struck me recently was from the <a href=\"http:\/\/en.cppcc.gov.cn\/2024-12\/13\/c_1052904.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Central Economic Work Conference<\/a>. It\u2019s one of the most important meetings of the Politburo that effectively sets China\u2019s economic priorities and strategies. In 2024, there was not much mention of climate issues there, as it was all recovery from COVID-19 and the economic downturn, but this year you saw a real focus on the need to \u201cadvance China\u2019s green low-carbon transition\u201d.\u202f<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><a href=\"https:\/\/www.climatechangenews.com\/2024\/11\/03\/what-trump-got-wrong-on-china-coal-and-climate\/\">What Trump got wrong on&nbsp;China, coal and climate<\/a><\/strong>&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<p>And just this month Premier Li stressed that China would continue to move towards peaking carbon emissions and achieving carbon neutrality with an acceleration of the integration of renewable energy into local grids and the construction of transmission routes. He also addressed the \u201ccoal conundrum\u201d by indicating that China is going to launch low-carbon upgrade pilots for some of its coal-fired power plants.<\/p>\n\n\n\n<p>With China, you have to be very pragmatic. In some areas, China\u2019s doing good stuff. In others, it\u2019s not. People put it in this area of \u201cyou\u2019re a hawk or a dove\u201d &#8211; and that\u2019s just not a good way of understanding it.<\/p>\n\n\n\n<p><strong><em>Q:<\/em><\/strong> <strong><em>For example, China recently <a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/china-announces-plans-major-renewable-projects-tackle-climate-change-2025-03-05\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">announced<\/a> a package of major clean energy projects in a bid to peak emissions by 2030 and become carbon-neutral by 2060 &#8211; but it also plans to keep increasing coal production too. What explains these seeming contradictions?\u202f<\/em><\/strong><\/p>\n\n\n\n<p>A: China is exposed to huge climate change risk &#8211; and it knows that. It also wants to keep benefiting from its world-leading renewable and green technology industries and, as an energy security-poor nation, to develop domestic renewable energy.<\/p>\n\n\n\n<p>On the other hand, coal is still a primary energy source for China and that is because these energy sectors are still big employers in the poorest parts of the country &#8211; the industrial heartlands. Like other countries, China has to balance that just transition [away from coal] as well.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/www.climatechangenews.com\/wp-content\/files\/2025\/03\/GP04FKG_Low-res-800px.jpg\" alt=\"Q&amp;A: China set to stay the course on green policies, despite Trump \u00a0\u00a0\" class=\"wp-image-69159\" srcset=\"https:\/\/www.climatechangenews.com\/wp-content\/files\/2025\/03\/GP04FKG_Low-res-800px.jpg 800w, https:\/\/www.climatechangenews.com\/wp-content\/files\/2025\/03\/GP04FKG_Low-res-800px-480x320.jpg 480w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">A child at a fence looks at a power plant in Inner Mongolia, on 2 May 2012 (Photo: Lu Guang\/Greenpeace)<\/figcaption><\/figure>\n\n\n\n<p>There is a stark realisation in China that the <a href=\"https:\/\/www.google.com\/url?q=https:\/\/www.iea.org\/countries\/china\/coal&amp;sa=D&amp;source=docs&amp;ust=1742912462091186&amp;usg=AOvVaw2DUzJZdW3J8aF2Hdf2qGqJ\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">coal industry<\/a> and the heavy polluting industries are big employers and that these individual provinces need to be supported in a transition away from that. These provinces can be huge &#8211; some have more than 100 million people &#8211; so it\u2019s difficult. It\u2019s like transitioning several countries.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong><a href=\"https:\/\/www.climatechangenews.com\/2025\/03\/19\/this-australian-coal-community-is-co-designing-its-own-green-future\/\">This Australian coal community is co-designing its own green future<\/a><\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>But [the Chinese authorities] have always understood the socio-economic benefits of addressing climate change. Even in the 1990s, climate policy was moved from the China Meteorological Administration to the predecessor of the National Development and Reform Commission. That showed they saw it not just as an environmental issue but as an issue of socio-economic development.<\/p>\n\n\n\n<p><strong><em>Q:<\/em><\/strong> <strong><em>China\u2019s National Development and Reform Commission recently proposed a <a href=\"https:\/\/www.nytimes.com\/2025\/01\/27\/world\/asia\/china-tibet-dam-india.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">huge hydropower dam<\/a> on the Tibetan plateau. What will be the implications of that &#8211; and is it a positive move?<\/em><\/strong><\/p>\n\n\n\n<p>A: The Tibetan Plateau is basically the Third Pole. It\u2019s like the water tower of Asia &#8211; you&#8217;ve got all these major rivers in the Hindu Kush Himalaya basin. Putting a dam up in the Yarlung Tsangpo River would allow China to effectively control the lower riparian countries &#8211; India, Bangladesh &#8211; which originate rivers in the Brahmaputra. This could be really, really serious.\u202f<\/p>\n\n\n\n<p>The engineering that&#8217;s required to build this dam is phenomenal because they&#8217;re effectively going to have to tunnel through the mountain, and this gorge is something like 3,000 metres deep. So what they&#8217;re expecting is that with the power of the water dropping through this gorge, the power production would be two or three times that of the Three Gorges Dam.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><a href=\"https:\/\/www.climatechangenews.com\/2025\/01\/14\/in-a-major-reversal-the-world-bank-is-backing-mega-dams\/\"><strong>In a major reversal, the World Bank is backing mega dams<\/strong><\/a><\/p>\n<\/blockquote>\n\n\n\n<p>As the climate community, we need to also think a little bit about some of the trade-offs. China will meet its renewable energy targets with this dam, but then potentially you&#8217;ve got a massive issue with water flow into Bangladesh, India, Laos and all those countries. And the sediment &#8211; this is what happened with the Three Gorges [in the 1950s] &#8211; they dammed the Yellow River and all the sediment was trapped behind the dam. Then they had to release it. This basically messes up the soil (and) the nutrients. So you solve one problem, but you create another.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"China expert Rebecca Nadin of ODI Global tells Climate Home that Beijing will likely
